Re: Safety of Work: the Use of Scaffolding

Intention of the Law
To ensure compliance to safety standards in the use of scaffolding, in construction work, construction procedures and the use of safety equipment by construction workers.

Framework and Enforcement of the Law

To have effect on works of construction.
Not to take effect on	1.	Construction of basically wooden material, of which the structure is no more than 7 meters from the ground.
	2.	Repair or decoration jobs employing no more than 2 workers at a time.
	3.	The installation of plumbing pipes, electricity lines or other equipments employing no more than 2 workers at one time.

Main Points of the Law
This notification issued by the Interior Ministry specifies the design, construction, use, standard of scaffolding as well as the safety protection and standard of safety equipment as follows.
1. Scaffolding is to be used in work done more than 2 meters above the ground.
2. In cases where the scaffolding used does not comply with standard specifications, it is to be designed and its details be specified by an engineer.
3. In cases where there exists the use of transport elevators, the elevator shaft is not to be affixed to the scaffolding and protective measures must be made to ensure that the pressure from the elevator movement does not disturb the scaffolding.
4. The scaffolding floor must be of no less than 35 centimeters in width.
5. There are to be safety rails of 0.40 to 1.10 meters from the floor on all sides of the scaffolding.
6. There are to be ladders for access to the scaffolding.
7. There are to be canvas sheets or other material covering the scaffolding on all sides.
8. The walkway under the scaffolding is to be protected.
9. In cases where work is carried out simultaneously on many levels, safety protective equipment is to be provided for workers on the lower levels.
10. Work on the scaffolding is prohibited when the floors are slippery or when there is thunderstorm.
11. In cases where the scaffolding is near unprotected electric cables or other electric equipment, the exposed cable is to be covered up as appropriate.
12. Protective safety gear is to be provided for workers as appropriate to work conditions throughout the entire work period.
