Summary of the Notification of the Ministry of Interior
Re: Safety of Work in Construction Site: Transport Elevators
  1. Intention of the Law
    To ensure safe construction and usage of temporary transport elevators at construction sites and to ensure that employers and employees abide by the law.


  2. Framework and Enforcement of the Law
    To have effect on jobs that involve diving of no less than 10 meters in depth but no more than 60 meters in depth.


  3. Main Points of the Law

    1. There exists two kinds of construction elevators;those that are contained within an elevator well and those without.
    2. Elevators exceeding 9 meters in height must be designed and the structure be calculated by a civil engineer as prescribed by law.
    3. The base of the elevator well, the elevator well, the elevator, the beam to which the pulley is affixed and the support for the beam must be sturdy and strong in compliance with specified standards.
    4. When an elevator is installed within an elevator well, it is compulsory that there be a wire net or bars no less than 3 centimeters and no more than 10 centimeters apart installed on the outer portions of the well, all around the well, at a height of no less than 2 meters from the well base except for the part of the elevator entrance.
    5. When the elevator is without a well, it is mandatory that there be a fence surrounding the elevator area.
    6. On the bridge connecting the elevator and the building under construction, there are to be safety rails of no less than 90 and no more than 110 centimeters from the floor and raised protective edges of no less than 7 centimeters from the floor of the bridge. There is also to be a gate of no less than 90 and no more than 110 centimeters from the floor installed no less than 60 centimeters from the elevator.
    7. Bare elevator shafts must be strongly walled off on every side except for the entrance at a height of no less than 2 meters from the floor of each construction level. At the entrance there is to be a gate of no less than 90 and no more than 110 centimeters in height from the floor.
    8. The elevator is to be manned by a trained controller at all times.
    9. Regulations on elevator use are to be clearly posted and strictly followed.
    10. The employment of defective or unfit-for-use elevators is prohibited.
    11. The elevator weight capacity is to be clearly posted.
    12. Workers are not to ride in the elevator.
    13. No elevator is to be modified from tanks or other similar containers transported on a conveyer belt or cable.
    14. The employer is to supply his employees with safety gear as appropriate to work conditions.
