Summary of the Notification of the Ministry of Interior
Re: Safety of Work in Connection with Atmospheric Work (Diving)
  1. Intention of the Law
    To ensure safety in diving jobs.


  2. Framework and Enforcement of the Law
    To have effect on jobs that involve diving of no less than 10 meters in depth but no more than 60 meters in depth.


  3. Main Points of the Law
    A diving job must comprise the following personnel.

  1. Team leader to oversee planning and underwater work.
  2. Dive master to supervise the work of divers.
  3. Timekeeper to keep track of and record time.
  4. Divers to perform underwater tasks with the help of diving equipment.

    Safety Equipment Used in Diving Jobs
    1. Diving gear with oxygen tank
    2. Diving gear with air compression from above water surface.
    3. Guide rope for signaling tied to each diver
    4. Timer to keep track of diving time.
    5. Depth meter for telling the depth of the diving area


     Uses of the Above-Mentioned Equipment

    1. In a diving job performed in water no less than 10 meters but no more than 40 meters deep, the following equipment is required.
      • independent oxygen tanks or
      • oxygen compression tanks from above the water surface, timer and
      • one dive master
    2. In a diving job performed in water no less than 10 meters but no more than 40 meters deep, at a current speed of 1.6 kilometers/hour, the following equipment is required.
      • oxygen compression tanks from above the water surface and timer
      • one dive master
      • one timer
      • one oxygen compressor controller

     Specified waiting periods before emerging from different levels of depth.

     In deep water diving, there is the need to enforce safety measures for divers emerging to the water surface as sudden emergence could result in dangers caused from the body not being able to adjust to the abrupt change in compression. It is, therefore, mandatory that divers wait for a specified period of time at a certain depth level to allow for this physical adjustment (as specified by the waiting time chart i.e., in a 150 ft. 20 minute long dive, the specified code is 5ข, which dictates that the diver wait at the 10ft. level for 10 minutes before coming out of the water).

Pre-work Physical Check-Up

     Workers employed in diving jobs need to be physically examined before being commissioned to work. A check-up needs to be done for the following illnesses.

  1. Mental and neurological - convulsions, psychosis, migraine
  2. Respiratory system - sinuses, asthma, pneumonia
  3. Heart and blood vessels - heart leakage, high blood pressure, defects of the end of blood vessels
  4. Ears - otorrhea, sea sickness
  5. Orthopedics - past experiences of broken arms or legs, pain resulting from movement of the limbs or back
  6. Digestive system - liver, disease, ulcers or intestinal illnesses
  7. Excretory system - detection of protein in the urine
  8. Ductless glands - Diabetes
  9. Eyes - Sight defection of more than 20/30
  10. Anemia - Where there are apparent symptoms
  11. Others - Drug addiction, alchoholism, being on steroids or experiencing frequent cramps
